Federal Government Honors Programs 

These programs are the primary means by which the federal government hires entry-level attorneys. Below is a brief description of a few agencies selected honors programs. For more specific information on the application process, required and preferred qualifications of applicants, and work of the agency and honors attorneys,
please see the links provided in this document for each program as well as the Arizona Government Honors and Internship Handbook (password: IowaLaw2022) and PSJD.org.

Department of Justice Honors and Summer Law Intern Program (SLIP)

The Office of Attorney Recruitment and Management (OARM) is excited to announce that the Attorney General’s Honors Program (HP) and Summer Law Intern Program (SLIP) application opens on Sunday, July 31, 2022. Applications must be submitted via the online application by Tuesday, September 6, 2022, at 11:59 PM ET. DOJ has a lot of great opportunities through the HP for third-year law students and eligible graduates and for second-year students through the SLIP.

Office of the Comptroller of the Currency - Law Department Chief Counsel’s Employment Program

The OCC’s Honors Attorney Program is a developmental program of one year followed by full-time employment for recent law school graduates, law school graduates completing a course of study within the last two years, and individuals who are completing judicial clerkship programs. The one-year program provides attorneys with substantive legal assignments, exposing them to the breadth and depth of the diverse practice areas within the OCC’s Law Department. We seek Honors Attorney candidates with varied backgrounds and experiences who will add to the breadth of perspectives in the Law Department and the OCC.

Office of Chief Counsel- Internal Revenue Services (IRS) Honors Program

The bureau is primarily responsible for regulating consumer protection with regards to financial products and services in the United States. Bureau at-torneys work on a broad range of projects, including representing the bureau in litigation, providing advice for fair-lending compliance examinations, participating in complex rule-making, developing policy, and advising bureau officials on legal matters. 

Honors attorneys are placed in the Office of General Counsel, Enforce-ment, or Fair Lending, or other offices as needed. They have opportunities to rotate to other bureau offices or other federal agencies. The program is two years, after which positions are usually made permanent.

As part of their law student outreach efforts, their office is partnering with other Tax employers and is hosting a panel discussion on Federal Career Opportunities in Tax. The event will take place on Tuesday, August 30, 2022, at 1 pm Eastern via Zoom (meeting information below and attached, please mark your calendars).

Securities and Exchange Commission (SEC) - Chair’s Attorney Honors Program: Law Clerk Program

The Chair’s Attorney Honors Program is a highly sought after federal entry-level attorney hiring program. The program is a two-year structured program opened to U.S. citizens, which secures employment for current 3L students and entry-level attorneys currently serving a judicial clerkship. Upon graduation, 3L students begin employment with the SEC as law clerks. Participants may be converted to an entry-level attorney position after admittance to a state bar association. Judicial clerks selected for the program will begin employment after they have completed their clerkship.

Department of Transportation (DOT) Honors Attorney Program

The Office of General Counsel is responsible for supervision, coordination, and review of the DOT's legislative efforts, regulatory program, and involve-ment in legal proceedings before other agencies, as well as various operational and inter-national legal matters. The Office is also responsible for the Office of Aviation Consumer Protection and Enforcement and provides legal support to the ten Chief Counsel's Offices of the Operating Administrations.

2023 Summer Opportunities

Iowa Department of Revenue Legal Services Section Summer 2023 Internship

The Iowa Department of Revenue’s Legal Services Section and the Revenue Division of the Iowa Attorney General’s Office will be hosting a joint internship program in the Summer 2023.   

The Department administers a variety of tax types including but not limited to sales, income, and property.  The Legal Services Section’s work includes analyzing legal questions related to compliance and operations, drafting regulations, and assisting in the implementation of new legislation. The Revenue Division of the Iowa Attorney General’s Office represents the Department in litigation. The legal work for both areas involves topics including tax, administrative law, constitutional law, contracts law, and open records requirements. 

Working with both the Department of Revenue and the Attorney General’s Office will give interns a unique opportunity to benefit from the mentorship of staff in both offices. It will also give interns the opportunity to explore the in-house counsel role, policy development, and litigation.  Interns will have the opportunity to work on a variety of issues primarily focused on tax, policy, and administrative appeals.  The selected candidate will work closely with the Department's Attorneys and Policy Directors and the Assistant Attorneys General of the Revenue Division. The internship pays $23.26 per hour for hours worked.

Desired Skills:  Law school coursework in tax or administrative law is beneficial but not required. Undergraduate coursework in accounting or finance is beneficial but not required. An interest in public service and government is preferred.

Fellowships/Scholarship Opportunities

ABA Writing Competition

Are you a law student or LLM candidate currently attending an ABA-accredited law school? Do you have an interest in aviation and space law? If so, this writing competition is for you! Submit a 20-page paper addressing a recent development in any area of aviation or space law or discuss an area of aviation or space law where a controversy or disagreement exist. Entrants are encouraged to write on subjects of national interest, rather than state-specific issues. 

The winner is given a $500 cash award and up to $1500 reimbursement for hotel and transportation expenses to attend and speak at the ABA TIPS Aviation Litigation Conference in Washington, DC on October 27-28, 2022. The winning paper will also be published in an upcoming edition of the TIPS Aviation and Space Law Committee’s newsletter.

Federal Public Defenders - District of Oregon Fellowship

The Federal Public Defender for the District of Oregon is accepting applications from early career criminal defense attorneys to join the Office of the Federal Public Defender as an Assistant Federal Public Defender in our Portland office for a one year fellowship, with a possible second year extension based on budget and performance. An applicant for this position needs no legal experience. We view this position as an opportunity to bring into the federal system people with diverse perspectives. This office believes true excellence is achieved through collaboration between people of diverse perspectives and shared respect. The nature of our work leads us to recruit colleagues who demonstrate experience with, knowledge of, and sensitivity to the needs of culturally diverse and systemically oppressed populations.

New York Times First Amendment Fellowship

The New York Times Company is currently accepting applications for the one-year paid First Amendment Fellowship in its legal department. The fellow manages The Times’s freedom of information docket, which covers a range of subjects of interest to our journalists, including national security, police brutality, political corruption, governmental abuses of power, and drug regulation. The fellow also assists on a variety of other matters: defending libel suits, responding to newsgathering-related subpoenas, vetting articles in pre-publication review, advising our journalists and editors on the law of newsgathering, litigating court-access cases, and handling intellectual property matters.

The ideal candidate will have an outstanding academic record, excellent writing skills, a demonstrated interest in the field, and the ability to work well with others and under pressure. The position is based in New York. It is for a set one-year term and will not lead to continuing employment with The Times, but it is designed to develop future media lawyers. Minimum Qualifications: J.D. degree from an accredited U.S. school of law and admission to the New York State Bar by or before January 2024.

Skadden Foundation Fellowships

The Skadden Fellowship Foundation, described as "a legal Peace Corps" by The Los Angeles Times, was established in 1988 as an affirmation of the firm's commitment to public interest law. The foundation awards approximately 28 fellowships per year to graduating law students and outgoing judicial clerks. Fellows provide legal services to the poor, elderly, homeless and disabled, as well as those deprived of their human rights or civil rights. In recent years, Fellows have also worked on issues concerning economic development and community renewal.

Fellowships are awarded for two years. Skadden provides each Fellow with a salary of $58,000 and pays certain fringe benefits to which an employee of the sponsoring organization would be entitled (including medical insurance). For those Fellows not covered by a law school loan repayment assistance program, the firm will pay a Fellow's law school debt service for tuition part of the loan for the duration of the fellowship.

Public Defender Mentorship Program

The Iowa State Public Defender will offer a Monday Mentors program beginning at 4:30 p.m. until 5:30 or later if warranted.  It will take place every Monday thereafter at the same time and via the same zoom link provided below.  The idea is to provide a time for young public defenders, contract attorneys, and aspiring law students to ask questions whether related to a specific case, criminal defense in general, or career questions, and obtain feedback and guidance from others similarly situated and from defense attorneys with years of experience. Breakout rooms will be provided as needed to facilitate communication.  We hope you take advantage of this program. Good Food Institute - Regulatory and Legislative Fall Fellow

The Good Food Institute is a nonprofit think tank working to make the global food system better for the planet, people, and animals. Alongside scientists, businesses, and policymakers, GFI’s teams focus on making plant-based and cultivated meat delicious, affordable, and accessible. Powered by philanthropy, GFI is an international network of organizations advancing alternative proteins as an essential solution needed to meet the world’s climate, global health, food security, and biodiversity goals.

As a fellow, you will have the opportunity to advance GFI’s mission by conducting research on timely regulatory and legislative issues facing the alternative protein industry and producing high-quality research memoranda that will support the Policy Team’s work. The Regulatory and Legislative Fall Fellow will be responsible for the following: 

  • Conducting legal and policy research related to the regulation of alternative proteins. 
  • Conducting policy research related to state funding opportunities for alternative protein research. 
  • Producing clear legal analysis. 
  • Drafting research memoranda on topics related to the regulation of alternative proteins and state funding for alternative protein research.
  • Attending internal and external meetings, workshops, and webinars as applicable.
  • Performing other duties as assigned.
