The U.S. Department of Health and Human Services (HHS) announced the pre-publication of an Interim Final Rule (IFR) that implements the 2024 Revisions to the Uniform Administrative Requirements for Federal Financial Assistance (Uniform Guidance) at 2 CFR part 200 (89 FR 30046 - PDF)
The IFR will implement eight key provisions for awards made on or after October 1, 2024. As noted in previous announcements, many of the key provisions (e.g. exclusion threshold for subcontracts and equipment threshold) will not apply to the University of Iowa until we receive a new federally negotiated F&A rate agreement. Please refer to UI Specific Budget Guidance when preparing applications for federal funding.

Federal-Wide Research Terms & Conditions (RTC)
The Federal-Wide RTC will no longer be referenced in awards made on or after Oct. 1, 2024. The RTC web page (https://www.nsf.gov/awards/managing/rtc.jsp) will remain available for prior awards made subject to the RTCs. This web page includes links to the RTC Prior Approval Matrix, Subaward Requirements, and National Policy Requirements.
Instead, individual federal agencies will implement and post their own adopted versions of Terms and Conditions, Prior Approval Matrices, and other requirements. Stay tuned for updates and links that are shared by the agencies.
Department of Health and Human Services (DHHS)
HHS has published an updated Grants Policy Statement (GPS) that aligns with its Interim Final Rule to implement the 2 CFR 200 provisions.
National Science Foundation (NSF)
NSF has revised the Grant General Conditions (GC-1), effective Oct. 1, 2024, including the Summary of Changes: https://www.nsf.gov/awards/managing/general_conditions.jsp?org=NSF
NSF implements 2 CFR in two ways: 1) through the NSF Proposal & Award Policies & Procedures Guide (PAPPG) and 2) the Award Terms and Conditions.
*In the case of inconsistency between the PAPPG and 2 CFR 200, the coverage specified in 2 CFR 200 applies. There will be a new statement to this effect on the NSF program pages and on the PAPPG.
National Institutes of Health (NIH)
NIH will implement the 2 CFR 200 provisions effective October 1, 2024, for competing and non-competing awards. Stay tuned for an NIH Guide notice regarding the changes.
National Aeronautics and Space Administration (NASA)
NASA Grants Policy and Compliance has published Grant Notice 24-01 informing NASA grant and cooperative agreement recipients and applicants about upcoming changes to NASA’s grant policies (released October 1, 2024) which implement revisions to 2 CFR and National Security Presidential Memorandum-33.
The Grant Notice also outlines what proposers and grant recipients can expect in the coming weeks, as NASA prepares to release updated grant guidance in the NASA Grant and Cooperative Agreement Manual.
